how can i add more tile textures to the terrain palette?
as in "total texture space used"

In JassNewGenPack, go to Extensions, and then to Edit Tilesets. You can have 16 tilesets. After you add the tilesets, it will save for you. So turn off WE(if it didn't save, press save and don't do anything else) and turn it back on, and there you will have your tilesets on the terrain plate.

Your supposed to leave WE without doing anything after the edit tilesets then go back on.

actually you dont need to close the world editor...
all you have to do is close the Pallet that has the terrain on it... so just X out the terrain pallet and open a new pallet, and it should be there as well.
