Additional Tiles in Tileset w/o WEU

For a map I'm terraining I'd like to use more tiles than World Editor will currently allow. Is there anyway to add additional tiles without using WEU? Like editing some WC3 file or something?

Nope, you restricted to only use the texture spaces in the WE, WEU is the only thing that can add more.
