Terrain

The tiles are stored in the war3map.w3e, which also hosts information about your whole terrain layout. You should not overwrite it by import. As Lender said, 16 tiles are max because the indicator for the terrain type inside the war3map.w3e is a fixed 4 bits per terrain node. WEU is deprecated, you should rather use JNGP as there is another limitation the normal editor cannot circumvent.
