Terrain Problem

Im having problem with terrain.
When I lowering the terrain, its supposed to be water, but this happen.

and when i adding cliff in the square this happen.

It automically create a cliff on the edge of square
How to fix that ?

Try making deep water there first, then raise it with the cliff tool, and then lower it. It should allow water to be there.

It doesn't work. It still add cliff at the edge when you make deep water on the square. Im trying lower the cliff at the edge, but its more expanded.

I've always had many problems like that;
I usually try to fix it with copy&paste the kind of terrain/cliff/level I need

Try this , Go to Advanced - Enforce Water Height limits, uncheck it .
