Terrain editor annoying me

Say I use the raise cliff button, and raise a single square.
Then I use the lower cliff button, and click on that square I raised before... nothing happens. Why?
I raise a large square of land, then want to lower some of the edges again, but nothing happens when I try to.

Yeah but the lower terrain isn't doing anything either... Its like I've got a one square piece of cliff that I can't lower back down again.
That's why I said cliffs really suck when combined with water...
If you want a river: create a new map, check the icon that says "Initial Cliff Level: Shallow Water", then raise the terrain a little (NOT with cliffs) so it sticks right above the water, use the "plateau"-tool to make a square plateau out of the raised terrain, then hold the mouse button and drag it along the entire map, you will now have your land back.
When you now lower the terrain (NOT with cliffs), you can make a beautiful river, or a small puddle, a lake, a sea, ... - whatever you want.

Just stay away from cliffs when possible (don't use them for walls, rivers, mountains).

Cliffs were what I was using for my High road Low road map, mostly because I didn't have the faintest idea what I was doing, heh.
Well, based on the comments, the map was good enough for approval (though I did not test/see the map myself).
Umm... try not to use cliffs next time and when creating a map, always start with Initial Cliff Level: Shallow Water (even if you're not sure you're going to use water... it can always come in handy).
