Raise/Lower Cliff Level

Cliff level can only be raised and lowered with cliffs.

Terrain can be raised and lowered in the form of the terrain mesh in the editor and in the form of terrain deformations done by triggers.

Water can also be raised and lowered exactly like terrain, except World Edit lacks a brush for it currently and terrain deformations interact with water differently.

Occlusion height can be changed by buildings and doodads with the base being determined by cliff level and terrain height. Since terrain deformation results are not deterministic between computers I do not think they alter occlusion height.
