Be sure to use the Event - Unit beings casting a spell - or something very similar to that. If you want the spell to still go through (but the caster won't actually enter the region which he is not supposed to) then you can run a really quick timer and alter the coordinates that the caster ends up at.

If you're just going to interrupt the spell from being cast, be sure to use a simulated error (search SimError on wc3c.net) to make it look authentic.

via some method.

The method you can follow is this:
  • Blink
    • Events
      • Unit - A unit Begins casting an ability
    • Conditions
      • (Ability being cast) Equal to Blink
    • Actions
      • Set Point1 = (Target point of ability being cast)
      • If (All Conditions are True) then do (Then Actions) else do (Else Actions)
        • If - Conditions
          • (Region 000 <gen> contains Point1) Equal to True
        • Then - Actions
          • Unit - Pause (Triggering unit)
          • Unit - Order (Triggering unit) to Stop
          • Unit - Unpause (Triggering unit)
        • Else - Actions
      • Custom script: call RemoveLocation (udg_Point1)
