Righto, I'll get down to business:
Name: Hack
Type: Passive
Effect: Gives a 10/15/20/25% chance of maiming a target and dealing 20/30/40/50 bonus damage while slowing the target's attack speed by 20/25/30/35% and its move speed by 5/10/15/20%. Lasts 5 seconds for units and 2 second for heros.
Special Effects: Blood squirting out should be fine.
I think this spell should be fairly simple, its a hero spell by the way and please make it GUI.
