There is an item ability and a unit ability for this.

Nightelf Archers have the unit ability while the item ability were some kind of magic bracers which reduced spell damage massively.

Also,how can I decrease map size ?My map is very big and I want decrease its size

Delete content from the map. You can also try and optimize the content using a map optimizer such as the one Vexorian made but the gains are quite small compared to deleting imported content such as textures and models.
