some question

hi , i wanna ask some questions please :

1) how can i make effects and spells and models , skins , you know making a texture , couse i tried to open it at paint but it doesnt work of course , it is a .xml file , can some one tell me with which program i can edit a model and skins

2) how can i create a spell effect with which program i must use?
