This bug happens when you shapeshift. It happened to me when I changed from Bear form to the druid form, then changed to wolf form while the bear form was on cooldown. The tooltip said "Transform into wolf" when I was already in wolf form, and didn't get any bonuses.
Also, was it meant that when you where in bear form or wolf form that you are able to wield items that you couldn't?
E.x. You need 90 power for the axe but in druid form you only have 70. When you morph into Bear you'll have 90, and able to wield it.
