Well, i want slow ability on an item, but you cant use it as item, you can see the mana cost but cant do anything with the item, whats wrong, isnt slow able to have on an item or what?
well potion will not work since the item is permanent but so i must base the item on a item that has an ability, for example staff of silence?

The slow orb item ability is a little different from the regular slow ability, and it is very similar to the orb of lightning ability. What these item abilities do is allow a unit to have a % chance to cast the ability (designated by the "orb of slow" or "orb of lightning" abilities) every time a unit is struck in combat. Every spell with a target works this way; which are spells such as slow, polymorph, acid bomb, storm bolt, impale, anything that requires a target to be selected. This won't work with abilities that have a casting time, must be channeled, or have no target such as roar, blizzard, and other such abilities. Abilities given to a unit in this way make the ability show up in the unit's interface as a disabled spell, and will show their mana cost and description. That’s what was happening with your slow icon.
If you want an item to grant the ability to cast slow by clicking on an item, modify the original slow ability to be an item ability, give the ability to the item, and set the ability cooldown field of the item to the ability you just gave it. With all the fields you can modify with items it doesn’t matter what item you use as a base. If you want the item to be used like a scroll you can set it to "perishable" and give it a number of charges, if you want the item to last forever set it to "permanent" and remove its charges. Both these items would also require you to set the items stats as "actively used" in one of the item fields.
If you want the item to just give the slow ability to a unit keep slow as a regular (non-hero, non-item) ability, put it on the item and set the items cooldown to the ability you put on th item. The ability will now appear in the units other abilities and commands. If you have a certain spot you wish the ability to appear (such as right after the patrol icon) than adjust the icons X and Y coordinates accordingly - it would be X=1 Y=1 if it were to appear after patrol for instance.
