Vista Skinning for Warcraft 3
This might just work for xp but i'm writing this for Vista due to the lack of vista friendly stuff out there. Everything here has been tested to work with vista.

I'm not going to show you how to extract a file form a mpq i'm just going to help you the the file into GIMP and out then into the game

  1. You will need some stuff to this tutorial they are:
  2. Unzip the BLP <-> TGA converter
  3. Drag your .blp file onto the .exe
  4. Open Gimp
  5. Edit the file
  6. Save it as a targa NOTE: YOU NEED TO TYPE .tga AFTER THE FILENAME OR IT WONT SAVE
  7. drag the targa file onto the blp converter
  8. Import it into warcraft then change the path to where you want it to go
  9. Enjoy
