[General] Set Animation Speed

I am making an ability which starts th.e effect when the animation finishes.
I want to make the effect starts after 3 seconds.So how should I change the animation speed.Every animation has its duration.But I'm asking if there is a formula for that.

I'm not quite sure what you mean...you can base the ability on Channel and give it some follow through time. Then use "unit finishes casting an ability" event.
