Second Attack not working with "both"

I recently created a new map and started to make some units. When i tested the first 4 I noticed the 2 with 2 attacks weren't firing the second attack. The both setting was enabled. I tried them with second only and they worked fine. Please help.

*If I haven't mistaken, this is your problem.*

A single unit cannot attack twice at a time. For example, a ghoul has its both attack enabled and both attacks can attack a ground unit. Only the first attack will be executed. Two attacks enabled on a single unit cannot override each other. It is recommended that if both attacks are enabled, the first attack can target units which the second attack can't.
 
The first attack always goes off first and over right the second. People only use attack 2 so they can hit air units and look normal. Example my paladin is a melée hero. Then I add an orb to him. This allows him to attack air as a range hero but he still attacks ground as melee. This is because orb activates his second attack that allows him to attack air units at a range. The same is with an inferno but he does not need an orb. The air hitting attack2 is there already.

Thank you for explaining that. I have gone back to using a custom Searing Arrows ability with a mana cost of 1 and setting the units mana to 1 and regen to .25 etc.
