Random Lag in Unexpected Places?

Well, after being inactive for ages due to this and that and my old computer filling up with 430 viruses, purging it and then getting a new one, first I'll tell you the hardware, then I'm gonna tell you the problem ... which makes no sense.
Hardware:
Processor:....Intel Core 2 Duo E6750 2.66GHz
Hard Drive:...Samsung HD161HJ 160GB SATA
Motherboard:Asus P5B
RAM:...........2GB DDR2 800 Dual Channel (from Team Elite)
Vid. Card:.....Colorful 8600GTS 512MB DDR3 Memory - using the latest driver
Case:...........Raidmax Silver Ninja Gaming Case 520W PSU

Now, I got that from Germany from my uncle, for a quite cheap amount of 400 Euros.
Here's the problem:
In Oblivion and Thief 3 (Deadly Shadows), at times the game lags for no reason, Oblivion outside especially. Everything is on the highest, BUT before this, the computer had a problem so I had to re-install Windows. I had to install a German one first and then install the English one, so I'm going to look for and delete the old Windows (if it still even exists) and see if that was the problem. Now, before that, I played Oblivion on exactly the same settings and there was maybe a fifteenth of the lag I got - and often just no lag. Inside of buildings and towns, I don't get any lag.
I'm using CCleaner as a Registry Cleaner, and I have DirectX 9.0c installed. The graphics card is using the latest driver, and I have the Asus AI Suite installed, although I don't think it helps or doesn't help.
Well, that's all .. for now. I'll see if I can fix it or if I need help.


EDIT: Ahh, nevermind ... I managed to have 2 graphics card drivers ... problem fixed!
