Problem with ability based on barrage

Hey i have ability based on barrage but sometimes it doesnt work propley. i think when hero has high lvl and dmg he hits only 2 targets, sometimes he hits 5 targets, but i have locked the number of addonital targets to be 1 2 and 3. i think it happens if hero has too much dmg. what can be reason of this? there are my settings

Change maximum total damage to 99999. if maximum damage is exceeded by the amount of targets dealt, the unit will not produce additional projectiles.

Doesnt IT improve dmg dealt to enemy? Or IT just seems so to me?
