No Townhall initiated ?

It is so bannal to write this I suppose, but I could not find the right solving of my problem.
It is the "build a town hall of you will be revealed to enemies" thing. I need a simple trigger or just a short explanation which could help me. After that - you can close the topic.

use Townhall as the base unit.
OR
add "Town Hall" unit classification to your building.

I'm talking about the race of Naga of course, the other races' Town Centers are just fine. Both of the Naga Town Centers make the same problem. (Either the Temple of the Tides or Temple of the Ocean Waves).

You can always remove the Enforce Victory/Defeat conditions... and just create your own victory/defeat trigger...

Add the townhall to the techtree dependencies in the gameplay constants. If that does not work you may need to emulate the reveal system so it works as you desire.
