So I know how to terrain a natural looking river/lake without using the blizzard cliff looking ones,. But my question was that for everytime I start a new map do I have to make the whole map water so that I can raise the ground from the water to make a river/lake or is there an easier way to do it?

Well I can tell you how I do it.

First cover the entire map with water. Then increase the cliff level (tool palette) with two and cover the water so it looks just like before.

And THEN lower the ground until you reach water. Pretty much the opposite of your own technique.

That was exactly what I said. However, unless you fill the entire map with water first, you may occur some trouble if you lower the ground where it has never been water.
