You could create 2 units in the object editor.
One normal walking on the ground, and the other as a flying unit (increase flying hight)
Then you could make an ability "Fly" and then with triggers replace the walking unit with the flying unit when the ability is casted.

I think it could also be done with adding the Medivh Crow Ability to the unit per triggers and then change the flying height with triggers.
