Then go and make it for supreme commanders, as WC3 is not made for very big maps.
Honestly rather have many small maps than 1 big map that lags so much people can not play it.

Maybe WEU (World Editor Unlimited) can do it, though I don't recommend (I don't trust it xD). You can download it at the Tools section.
