Making ASCII work on my parents laptop

For some reason my parents laptop is using ASCI code instead of ASCII code to put spanish accents.

Now they can't use alt-130 to make an é
Only alt-0233 can make an é
But they want it set as a ASCII.

The number lock is also turn on.
Anyone know how to fix this problem.

Ummm, there is no ASCI :/

ASCII means American Standard Code for Information Interchange

You probably mean that it's using ASCII instead of Unicode.
