Items in space

I can't get items to be able to spawn in space- can someone tell me how I can get items to fly and be in terrain that is not normally passable? I am using a custom space terrain. Also, i am using a custom resource type to replace gold and lumber. I cannot get the interface to show up when you hover over a build icon for a building option. Help?

Items can not be moved/spawned on unpathable terrain. Theres no ifs/buts. (as far as I know) Correct me if I'm wrong.

The closest is making units fly over black tiles...
