Item Bash with Cooldown

I want an item that has a 100% chance to bash the target with a 5 second cooldown. Bash clearly has a cooldown option; however, regardless of what I set anything as, there is never any cooldown.

Probably not working because your trying to make a passive ability into an active ability, afaik thats not posible without triggering, maybe try the "how to make any ability autocast" tutorial.

use "Orb of Lightning(new) and put in storm bolt, than play a bit with effect and stuff.
