Title, new to the editor. where do I remove the 920 second CD for purchasing heroes from neutral taverns?

There is no 920 second cooldown.

But there is a 135 second stock start delay that you may want to set to 0:

All units have Stock fields found under the Stats category which let you modify how they're sold.

You're probably on a custom map that has modified some of these settings and maybe even uses a custom triggered system.
