How to open two world editors at once?

Opening 2 World Editors in one instance is literally impossible. However, you can still open 2 maps in only one World Editor and switching between those using the "Window" menu.
As Dr Super Good said in this old thread 9 years ago, there are only 2 possible ways if you still want to open 2 WEs in one instance:
-Modifying an executable file regarding the process declaration so that a new instance of WE doesn't interfere with the existing ones. The only possible thing you can do this is Sandboxie.
-Use VMs (if available) with the WE process in them. This is not recommended because of VM graphics instability and might led to unwanted issues.
