How to make avg fast slow display speed instead

How would i go about changing the tool-tip that displays over a weapon type, to show the attack speed in numbers rather than the words fast very fast average.... and so on. Do i need a trigger for this?

The only thing you can do is change those names and values at which they change, but that's rather 'complex' for such a detail.
(Requires you to edit 2 text-files and import them).

E.g.: You can set Overkill-fast from 0.01-0.02 attack speed, Whoknows from 0.03-2.00 attack speed etc.
But that's really as far as you can go.
