use RecycleBin.net it's a great tool for making An anime movie and an episode, 3 seconds of your workie work work and Poof! You're done! ;)

They only be trolling.

Anime are made in professional softwares like Retas or Toonz, they are hand drawn but obviously not at a rate of 24 frames per second seeing how anime is a form of limited animation often having only a few high quality key frames concealed under a bunch of SFXs, transformations and some lower quality frames dropped in between.

Moreover they are composites, hence the backgrounds, characters, coloring and sfx are all made by different teams of people and then composited into the frames by animators.
The high quality frames are often still actually drawn on a physical canvas by the most skilled artists and then scanned afterwards to be colored and animated by the rest of the team.

Nobody save for hipsters uses Cels nowadays, they were all replaced by computer programs. Honestly only the very first cartoons (from literally a hundred years ago) were actually drawn frame by frame.
Either way animating is still a huge amount of labor because even with animation softwares we have nowadays somebody still has to draw the frames, for that reason western animation is still a lot more complex because of it often having a lot higher amount of keyframes than the limited animation anime uses.
Though there is the fact that western animation also uses rotoscoping (tracing of live action footage to save much of the artistic effort).

Seriously ... MS Paint has all the possibilities to make an anime ? How's that ?
Drawing every pixel individually would take months to make an episode ._.

It's just some low quality quick art i think, it's passing too fast that you can't really notice it. Making it alone isn't really efficient, you could do it with a team.

Someone made his own episodes of Nardo Shitpuuden ( Its a name ) , He said he is making that shit by Adobe Flash and Photoshop 'Alone' and then Sub it with a team ..
I think he is the only professional person that can make an episode really clearly as same as anime
Sadly , although he is really pro at making it same as anime but it takes really long time he took 3 weeks to make 3 mnts

This is exactly the same as asking why Bloomsbury made a Harry Potter movie

As for programs depends on the anime. Pushed out for TV generic junk that goes on forever and a day would use Flash, like the Simpsons! Y'know the Simpsons, right and its nosedive in quality?

High quality stuff? Well, I'm glad you asked! You don't use programs if you want high quality stuff. Here's a link to a Youtube account where you can watch some good animation!! That was done by hand. Painstakingly, at least before the movies stole it and destroyed what would have been one of the greatest animated films of all time. Also, that took 28 years to finish.
