How do you make a normal user into a moderator of a thread?

hosted project managers are forum moderators for the sections their hosted projects cover.

For example CloudWolf can close and open and stick threads in diablo III Wc3. He can not however do that in the Starcraft II section or Trigger and Scripts section which I can do. Like wise I can not do those actions in his project forum.

Why would you want users to have moderator powers over threads is slightly beyond me. If you have a problem, complain to the moderator who runs (or should run) the section in question and get him to help you. Generally we are friendly people and will be willing to do even quite small things like fixing typos in thread titles and such. Logically if you tell us to change the thread title back and forth 100 times we will not carry that out (do not abuse us).
