Thunderbolt:
-you should mention the ministun duration.

Thunder Shock:
-ministun target every second for 5 seconds isn't like perma stun?? if you think of it, even 0.5 sec stun every 1 sec means enemy has 0.5 seconds to react, so yeah permastun lol :D
-why not make it stun the target every 4 seconds for 1 second and duration 20 seconds or smth like that?:p

Agility:
-maybe Agility can be replaced with Quick Attack
-Agility can be passive of Quick Attack ability or smth like that, idk i just like quick attack xD
-Quick Attack can be an activated spell that: increase movement speed, increases attack speed and increases dodge chance

Volt Tackle:
-In the description replace "Deals small damage to Pikachu as well" with "User takes recoil damage" (this is the sentence used in pokemon games if I remember correctly)
-What is the common hero starting hp? because idk 130,200 and 230 recoil damage seem a bit too much to me even if hero has 1000 hp o.o
-also in the animes Volt Tackle can be used many times in a row, idk if it should have a 2 min cooldown, just saying :p

Again, these are just my opinions of balancing!

Level 2 - 15% base slow and 20 base DPS, 12% extra slow and 15 extra DPS per second
Level 3 - 20% base slow and 25 base DPS, 16% extra slow and 20 extra DPS per second
Level 4 - 25% base slow and 30 base DPS, 20% extra slow and 25 extra DPS per second

Manacost - 105/125/145/165
Cooldown - 14 seconds
Duration - 4 seconds

*Maximum slow would be 34%/41%/68%/85% at levels 1/2/3/4 respectively and maximum damage dealt (without reductions) would be 120/170/220/270 over 4 seconds at levels 1/2/3/4 respectively.

Curses a target unit, reducing it's magic resistance temporarily.

The Watcher's attacks are imbued with the essence of a frost dragon's breath, giving him bonus magical damage on his attacks.

Level 4 - 80 bonus magic damage

*Passive
Curses a target with ancient magics, immobilizing it and dealing heavy damage to it if it does not move 600 distance from it's current position in 3 seconds.

Level 3 - 1000 damage, 3.5 second stun

Manacost - 200/300/400

Basically, all spells synergizes with one another. Grave Chill increases the magical damage done by the other three spells and Winter Curse helps Frostbite to occur.
Though I haven't listed these:
Base damage should be low, as Chilling Touch can cover up for that.
Health should be average. Armor should be low.

Can be easily countered by magic immunity.
Recommended items would be a silence item? Or a polymorph?

Item Classification : Permanent
Permanent - Items that will remain in the hero's inventory forever or until dropped/sold.
Charged - Items that contains charges. These items will be removed once all of the charges are used up.
Permanent Charged - Items that will not disappear when the charges are used up. Can be replenished by buying/aquiring the item again.
Recipe - Useless Items. Only needed when forming other items.
Temporary - Item will be removed after some time or Items that are dropped when the carrier dies.

Acquirable Through : Boss Drop
Shops - Item can be bought in shops.
Boss Drop - Item is dropped by a boss monster.
Prize - Item is acquired as a prize in a mini-game.
Gift - Item is acquired by purchasing gift boxes.
Recipe - Item is created through recipe.

I don't want to say this but I care about Hera, maybe he's tired so....

LOL. don't worry.. submit all you want.. My team can take it. :)

As long as those request's english make sense, has proper links and follows the format we'll accept em' but if one of those things are not correctly done, then immediate rejection!

Hero Lore: An artifact yet to be discovered by anyone, Sargeras' Other Eye is as powerful as it's counterpart. When Illidan attempted to use the Eye of Sargeras to destroy The Lich King, Sargeras' Other Eye has become animated, and can now move and act freely. Who knows what horror comes of this.

Level 2: Reduces Attack Speed of target by 30%, increases target's attack by 35
Level 3: Reduces Attack Speed of target by 35%, increases target's attack by 30

NOTE:Lasts for 5 seconds, all levels
Tremor

Just like it's counterpart, The Eye can also conjure powerful earthquakes.
Stuns all units in a target area, slows them for a set period of time.
Level 1: 325 AoE, 5% Slow, Stun lasts 1 second, Slow lasts 4 seconds.
Level 2: 375 AoE, 10% Slow, Stun lasts 2 seconds, Slow lasts 5 seconds.
Level 3: 425 AoE, 14% Slow, Stun lasts 3 seconds, Slow lasts 6 seconds.
Level 4: 465 AoE, 17% Slow, Stun lasts 4 seconds, Slow lasts 7 seconds.
Essence of Magic

The Eye is a magical artifact of great power, it can improve the magical capabilities of those around it, at the same time reducing magical damage to it's allies.
Increases Spell power to those around the Eye, also increases magic resistance of those around the Eye.
Level 1: 10% Spellpower Increase, 10% Magic Resistance
Level 2: 15% Spellpower Increase, 15% Magic Resistance
Level 3: 20% Spellpower Increase, 20% Magic Resistance
Level 4: 25% Spellpower Increase, 25% Magic Resistance
NOTE:This is an aura.
The Calling

The Other Eye of Sargeras calls for it's counterpart, to destroy their enemies with their destructive capabilities.
Summons another Eye that will follow your hero, summoned Eye is un-selectable and can only be killed when the Hero is dead, the summoned eye can also use the skills the Eye has.
Level 1: Lasts for 60 seconds.
Level 2: Lasts for 120 seconds.
Level 3: Lasts for 180 seconds.
NOTE:The Summoned Eye's skills will also have a mana cost and cooldown, all skill levels will be at level 1, it CANNOT use The Calling.

Also, I'm still thinking about items...

Oh right items
What about a a ring that can dispel and heal at the same time.
Or a staff that teleports you, makes you invisible on the target area, and leaves a copy of yourself.
Or an amulet that acts like Mirror Image, but images lasts only for a second, and illusions deal no damage, just to confuse your enemy.
