I have the recipe system set up in my map but heros wont level past level 10. gameplay constants are at level 99 for max how to fix?

[General] heroes wont level past 10 using recipe system

nevermind saw the other setting, theres two in game play constants that control hero level? one is max unit level the other is max hero level.
