Help with submitting plz?

I've gone and made a pretty good icon (with its DISBTN). I've converted it to a .blp file (gotta check it ingame still tho. It's late, I'll do it tomorrow). Could somebody please give me some step by step instructions on submitting them? And no, they don't suck. I've gone looking around and I've seen some other respected persons' icons, and the ones I've made can certainly equal or better some of the icons those 'respected persons' have made (not to be rude, but I've noticed some other certain persons around this forum who have terrible attitudes towards those who make nothing less than absolute freehand and better than blizzard). So, if somebody could tell me how, I'd be glad to submit them, and I'll post the link afterward for any and all critisism.
