[Trigger] Help me please

How would you make a Counter Strike skill? Not a GAME! A skill... Like when, umm, a monster attacks you, it'll send arrows at them... Not talking about an Aura either.... Basically, if your a ranger, and you get hit by another Ranger... How do you make it so ARROWS can hit them back? Is this possible?
Please don't say Thorns Aura .

Create a dummy, and have it attack them, or cast a spell on them.
