Help Me Please

I'm having trouble using one of the tools. It's the "War3 Model Editor" by Magos. Whenever I try to open it, it says "This application has failed to start because d3dx9_35.dll was not found." Can anyone help me with this? If it matters, my operating system is Windows Vista SP 2.0

I wan't to create a loading screen for my game so I need to use this program.
