There is actually an invisible platform. Just go to Doodads palette -> Bridges & Ramps -> Invisible platform.
To make stairs, place the platform where you want your stairs to be (hold down shift while placing them in map, so you can place them when they clip through each other).
Once you have set where stairs would be, select all platforms, which are supposed to make one stair, hold down left CTRL button and then press Page Up/Down buttons repeatedly to move the platform up/down. This way you make manual stairs.

Repeat the process for every stair and you're done.

Note: The height of a destructible will be set back to ground-level whenever you move that destructible.
 
The best solution is an alpha tile.
Download MiscData from here:

then create a folder in Warcraft 3 then name it UI,then put the MiscData inside there.

MiscData allows you to customize cliffs and make it very steep. this also flattens the cliffs.

Now create a staircase-like terrain(must be on Alpha Tile) then over it,add the stair model. now select the stair then Ctrl + Page Down until the stair case is as high as the staircase-like terrain.

I see it now though.
It's like in ogre's terrain map, some kind of invisible platform thing that is walkable and when the unit goes on it it looks like he's going up a stair or something.

If you export the invisible platform model from ogre's map you can use it as a visible platform. This way you can change the angle of it by setting it's pitch and roll angles to negative values in the Object Editor (Hold down shift when double clicking the field to allow negative values.) Now you can see the angle of the platform and you can raise and lower it with ctrl+ page up and crtl+ page down. Once you have them where you want them (on your custom stairs) you can replace them with actual invisible platforms that are set to the same angle. (Just make two copies of the same invisible platform but with the two separate model files.) You can replace doodads by going to Advanced > Replace Doodads...

Some good angles would be something like -0.4 for the pitch angle
This is just something you can use instead of the Alpha tile, but if you want to use it that is also a great way to make custom stairs.

I don't know why people keep suggesting using the alpha tile.
The alpha tile is SHIT, because it only looks good with fog of war disabled (when covered fog of war, the alpha tile cuts all polys below it). You simply can't expect everyone to remove the fog of war just for some walkable platforms.

I also reported that to the tutorial maker of the alpha tile tutorial, but he doesn't seem to take a note on that in his tutorial.
