Try this:

  • Fog
    • Events
    • Conditions
    • Actions
      • Set Temp_Player_Group = (All players)
      • Player Group - Pick every player in Temp_Player_Group and do (Actions)
        • Loop - Actions
          • Visibility - Create an initially Enabled visibility modifier for (Picked player) emitting Fog of war across <your_region>
      • Custom script: call DestroyForce(udg_Temp_Player_Group)
You can obviously change the players that are affected.

EDIT: This won't work if you use:

  • Visibility - Disable fog of war
