Check out THW's terrain guidelines thread. You can read all kinds of useful stuff there.

The Misc.txt
The Misc.txt is a file that allows you to increase the steepness of your hills, to make you able to create custom cliffs, it also allows to enlarge those.
The file is attached to this post or available by a direct download link (Link to download the MiscData) Just create a custom folder in your WarcraftIII folder with the name "UI" and place it into it to make it work, after that, start your World Editor and raise new hills.

Also, don't get carried out too much, remember that aside from the "cool looking" factor, the terrain also has to be playable, and if it is too steep, it can obstruct vision of units behind. Usually, I wouldn't say a thing like this, but I've seen so many maps where people abused the plateau tool + miscdata to such extent that they've damaged actual playability. Also note that there's no miss chance when attacking someone from such a cliff, as well as that vision is not obstructed, what this means is that creating those cliffs can actually change gameplay a lot.
