Fade Filter Distortion

In the beginning of my map I have a fade filter that goes onscreen. It looks like fig 1.
But when I use it with an advanced fade filter start and end color values 100 100 100 and blending mode set to normal it comes out with a strange green tinge, fig 2.
And yes, when I load it into the map I do so as a .blp
I have also tried it as still being a TGA but that again comes out with a green tinge.

I ran it with the Panda-n-Cub picture and it too was a strange color. Clearly there is something odd going on with my map, what is it?
