Errant line in custom ubersplat

I created a custom ubersplat for my map and imported it to replace the Night Elf moon well splat. There's a line that comes out from one side of it (pictured). When I edited the image to rotate it and then re-converted the image to a blp, the line rotated too so it seems to be attached to one side. Does anyone know what causes this and how to fix it? BLP file I'm using attached.

Your image need to have 1 pixel transparent border. I often saw that during conversion the alpha channel broke a little, which is why this effect appeared.
