Engineering upgrade skill (need help)

Hi there, I'm trying to replace the "redcross abilities" from a hero to new ones and some people told me i'd have to use the "Goblin tinker's - Engineering upgrade skill" . The problem is i really don't know how to make it and i don't understand the spell at all, how it works and how to deal with it to replace my actual spells in the redcross abilitie...

If someone could explain me how it works and how i should start with the trigger it would be really cool.

Haaalp please, i'm really stuck with this ability.
