Disabling a computer player's control

I've rigged my map so the combat is almost all trigger based. The problem is the computer keeps screwing up the AI by grabbing units and trying to move them. The unit's turn is set to zero and speed to 1, but they still seem able to screw with them every once in a while, messing up my movement triggers.

I've set the units to "can flee = no", done the cinematic action that disables user control of players 11 and 12 (the computer players), but some units they still seem to try to move.

The only thing I can think of is make all the units neutral passive or something, but that will introduce other problems.

Is there any way of just removing the computer's control of some units completely?

Are you sure it's AI then? Maybe they are moving/attacking because your units are getting too close?

And try Pharaoh's idea.

I'm sure at least part of it is AI, one unit kept casting fan of knives when he was under attack, for example. I don't have any triggers that order that ability. I think his idea might fix it, but take some good rep anyway for the prompt replies.
