How to disable attack priority for computer player with disabled AI?

I'm working on custom AI for computer player and found that even with disabled melee AI his units change targets in combat.

1. I'm adding Player 1 (it's me) units to unit group and order that to group to attack move to position.
2. I'm adding Player 2 (it's computer with disabled melee AI) units to unit group and order that to group to attack move to position.
3. When combat begins Player 2 units constantly change targets while Player 1 units stick to the first target they attacked. Looks like Player 2 units change their targets if there is a low hp enemy unit nearby.

What is the source of that behavior and how to stop it?
