Decreasing Rep?

Not that I intend to do it, but I see a +/- sign for rep, but I can only add Rep. So, why does the Rep button even have the - sign? Just curious.

Moderators and above can add negative reputation. On some other forums users can too but that often causes problems and bad feelings between people which is why it isn't available here at the hive.
