Decoding Puzzle

All you math guys out there should have fun with this. This piece of text has been encoded using 4 steps. When decoded it is equal to the 5 lines in the song 'pop goes the weasel'. I wont give you any more information, except that you need a knowledge of ASCII values and other such things if you want to attempt this. It's pretty easy once you figure out how it's encoded ;) If people can't get anywhere then I'll gradually give you guys some hints :)
The encoded text is attached. When properly decoded it should have spaces in between and all. Enjoy :)

:p The point of this is to FIND OUT HOW to get from one step to the other. You know how it starts, you know how it ends, but what the hell is in between? You can show off your leet knowledge of how number systems work and earn some rep at the same time. I'm almost positive there are people capable of it on here as I managed to do it and i'm not in the least inclined towards math whatsoever. It was a computer sciences project of mine that I found both challenging and enjoyable at the same time, so I decided to share to see if anyone could do it as well. Malufa would have volunteered immediately were he here.... unlike some people.
