Hi is there away to make a map so people can buy their own abilities like custom hero line wars ? im pretty new to making maps. so am not really that experienced

That is often done by having shops selling powerup Items. When an unit gains such an powerup Item you load the ability one gains from that item Type and add/increase it to the buying unit.

There is also the variant that the gained abilities are learnable with skill points. But this variant adds alot of complexity and data.
