Custom Item ability base on phase shift

Hi all, i wanted to make an item that allow the hero to activate phase shift on himself. But unfortunately, manually putting the ability phase shift to that item does not work at all. I've checked everything on the ability phase shift such that i enabled the item ability option. Whereas i tried putting other ability to the item such as Avatar and it works fine. Any idea why?
