You can also do
Event A Unit Dies
Condition = Unit does not belong to allies of a player
Action =
IF (Integer) Units in that area matching matching unit belongs to enemy of player = 0
Then = Create a boss for (???) at (Region)
Else = Do nothing
Create a region, each time a unit in that region dies, and that unit is an ally or enemy of X/Y/Z/N player(s) then check how many units of that allegiance are there in that region, if it is 0 then create the boss.
