Make sure the 3D sound is configured properly. It needs appropriate cutoff distances and fading to be heard properly. 3D sounds work locally relative to the player's camera and not unit, so moving a unit near a 3D sound source does not mean it will be heard but moving the camera near one does.

I am guessing max distance is the cut-off. The camera distance away from the sound source at which it cannot be heard anymore.

Min distance is probably the cut in distance. The camera distance away from the sound source at which it can first be heard. Either that or is a distance clamp value to prevent 3D logic making the sound too loud if the camera is too close to it.
