The format wc3 uses is not .jpg, but .blp

Here is a short guide for a low-quality one:
1. Create a image with the size 800x600
2. Resize the image to 512x512, it will streatch out in wc3.
3. save the image as .tga
4. use warcraft 3 viewer to convert the image to .blp.

5. Import the .blp file into your map and set It's custom path to "FullScreen.blp"
6. Import loadscreen.mdx to your map, it can be found here:

7. Set It's custom path to "LoadingScreen.mdx"
8. Go to properties-->loading screen and set the loading screen to LoadingScreen.mdx
9. Enjoy.
