Basically it used to be allowed, but people gave reputation for stupid things.
Literally most of the rep given at off topic was in no way related to modding and the site owners consider it somewhat important to keep things related to modding, not just posting pictures from 9gag.

Except the situation hasn't changed at all and people use other forums for whoring and abuse. The only thing this does is sully the worth of rep, if it ever had any, in other localities of the forum. Take your ten latest reputation received to scrutiny and ask yourself how much of it is actually legitimate, i.e. for uploaded resources or reviews/constructive criticism.

Conclusion: Off-topic is too off-topic.

MT at least requires people to think about what they say, not just flat out spew nonsense like is possible in general off-topic.
